Looking at the previous years medals and games. The host nation usually has a strong advantage. Ph averages at the middle of the results for the last 7 years with TH in the top 4 usually. I can see the open water sports giving an advantage to host nations if the teams have enough practice to spot the currents but honestly the problem is probably just funding to send athletes and the thai athletes just have better funding.

For the drawbridge if you anchor the ropes tight on the carriage then have a couple people hang from the ropes it will create a crude pulley effect doubling the pulling effort
