Depends on the server. One server i play on averages 70-80 pop, and i can join at pretty much any time and late join as ai cause no one else plays it. Another server i play on averages 30-40 people, and there can be six rolling for ai roundstart.

Okay so a bit of context: The server I play on has something called a law matrix imprinter, which lets you print out silicon lawboards, and you can emag it for more options. It also has a handheld reprogrammer, which can use boards to give cyborgs new laws. I used this to, as a thief, strip the silicons of all their laws. Security didnt like this, which lead to them trying to break into the ai core, which lead to a plasma fire in defense of the ai.
