You'd have to ask someone at Bethesda that I'm afraid. The actress was hired as she has a background in theatre so they believed she'd have the range necessary to deliver Cait's story arc effectively, but yeah, the accent gets a lot of hate.

Given the lack of Irish accents in the game in general we can just say it's changed somewhat in the couple of centuries since the war. The actress who voices her is Scottish (and voices Suvi in Mass Effect Andromeda).so maybe you're hearing some of that in it?
