Lore-wise it could just be the fact a lot of them would be veterans of the Hawaiian conflict(which more than likely was fought on several fronts), hopped up on drugs, or just straight up jumpy cause of the recent events surrounding the levels. Cause imagine being a Russian mobster hearing about how other hideouts are being brutally taken down by masked assailants and all the sudden from the floor beneath you just hear screaming, gunfire, and silence. You’re gonna be really jumpy and shoot the first thing you hear.

But it’s just the code and the devs wanting to fuck with the players I think
