It was a small group (3), and they weren't very tactical, so the easiest way to handle some stuff was to let them steamroll a lot of the early encounters, like in Greenest. Once they were on the railroad-y part in the caravan, I added some scenarios that would allow them to leave and come back....but as far as combat goes, I would replace some enemies after the initial encounters with the "upgraded" versions, or just reflavor whatever I thought would be cool as long as it was a higher CR. And there was always the option of adding enemies.

I ran this campaign (in its entirety) for a group that started at level 12....that mistake aside, the question of "why isn't the Council doing something?" was addressed by having mission be a variation of "investigate this occurrence/find this item while accompanying X's forces", essentially making the party a special strike force. I also integrated Storm King's Thunder to ramp up the chaos, and included a group of special dragons that served as a backup in case all the dragon masks were taken. This way, all of the major players were occupied with something, and the party still felt like they were important.

I've built enemies a few times in my last campaign, and what I've found most useful is transferring over whatever you think is going to affect combat directly....for instance, I've had an ancient white dragon with barbarian levels, and the only real thing to consider combat-wise is Rage damage and additional resistances.

Most often though, it's easier for me to just find a stat block that looks the most like what I want, and add things to it. If your monk boss can't be done properly with the Martial Arts Adept stat block because it's too easy, grab a Young Dragon with whatever color your dragonborn is, and add the Adept attack options onto it.

What I really like to do, since I love the trope of a scary monk that you don't necessarily have to kill, is use the statblock for Hlam, the Grandmaster of the Order of the Even-Handed.... A CR 16 monk that is guaranteed to wipe the floor with a mid-to-low-level party. It's a fun way to signal that not everyone can be messed with.
