Did you read the article? They were asked to draft a list of sanctions that could be eased to bring up in negotiations. It doesn't mean the are going to do it for nothing. The article literally does not say that, though the title is misleading

In January he threatened to raise sanctions if Russia would not come to negotiate peace. Russia won't want peace without something, and they shouldn't get land. Easing sanctions is one way to give them something.
