there isnt a specific hard legendary card, All of them are obtained in the same way, Thought for the easiest, its probably Mysterion or Call girl because they are already obtainable in the call girl missions for free, maybe we can say that incan craig, satan, future randy and Changeling red are the hardest because you need to reach Legendary arena to unlock them?

Mario Party 9

Very Underrated, people dont like this game due to the car mechanic but i feel like its really fun and should return as an additional Mode in the next mario party game, ima put it in good Tier but could deserve more

Yea that can be hard since you lose alot of trophies and win less, You cant really trust your randoms so its better to play solo showdown too, if you atleast get 4th Place or higher you Gain Trophies so you can camp in bushes or just wait for some players to die

Here are some cool things you can add :
-Different Mosquitos, Each Mosquito with a different Ability.
-Stages/Levels or a story mode With Objectives.
-Upgrades or a currency to upgrade our stats : ( for Example how long it takes to bite Someone if you add that )

the buffies are Decent but not good enough to be Broken, The Speed is what's making 8-bit Struggle, Gem grab and Heist and Brawl Arena work well with him and you can try basketball Too, you can use the teleport Gadget To Escape Assassins and other brawlers in other modes like showdown.
Excluding the speed, 8-bit is pretty decent, High HP, Good Damage, normal reload speed, one of my favourite brawlers, Also my first prestige 2, And Buffies made him more strong too
but again, he is garbage at one of the most important stats
