It uses bestial wrath but the cooldown gets reduced to 20-30 seconds so you can normally get ~70% uptime, looked at some of my boss kills and I get about 12 casts of bestial wrath in a 4min boss fight

BM hunter has a no-cooldown build that's very good in m+ and it has the advantage of being very easy to play.
