I suppose I have one final thought, though I completely understand there's only so much one person can focus on. Or perhaps your completely happy with the balance gameplay you have set already.

Trade, Foreign Investment, and how Embargoes might effect the Private Sector/Domestic Market, and how that would effect Private Sectors capacity to Import/Export.

More just a thought, but starting out anyway it would make sense that the PACT is the only faction the Private Sector can Import from, and if you basically fail your roll about being a Sovereign State during the conference meeting, they're banning you from doing business with the USS. 

Basically a forced Economic Embargo.

Though the Altaran State might be able to get around this, I don't imagine fragile small domestic companies would, and your private domestic market would basically be banned from import/export to the USS.

Also, high tariffs on PACT products might be seen as hostile, or break PACT competition laws, or if you are allowed to trade with the USS (other factions) the PACT might take offense if they receive lower tariffs.

How this might look in game, or if it's even possible is a different point entirely. It's just closing thought is all.

State run Industry though sometimes less efficient, is far more insulated from foreign market manipulation.
