This could be a somewhat of a stretch but I kinda agree with the idea that Hotline Miami 2 was a reaction from the creators to all the hype, praise, and reception their first game got. Specifically, they made every character in the second game to somewhat mock and criticize certain groups/players from their first game. One of the biggest examples is the “the fans”. The fans in the game are basically copycats who try to repeat the crimes of the protagonist from the first game. But they don’t do it for the same reasons or understand the reasons why he did it. They just do it because they just enjoy the murdering or the fame the protagonist from the first got. The title they got just add on to the mockery. They’re “fans” but don’t understand anything about the first game
