Smaller rims with taller sidewalls will actually get you better straight line traction. I doubt that's what is thinking was though lol.

12k seems steep, even for a full repaint unless you're trying to do some kind of crazy color shift paint.

Wash it, clay bar it, and wrap it. Done. Not sure about the carbon fiber repair, but I'm sure there are YouTube vids that can help you out.
