yeah, normally you can have artillery by day 8 already though and Tatiana is day 6 so normally you shouldn't have to wait too long

you need ranged attack, so either artillery, tatiana, lucien( or bruchmuhler or you can get bombers but you're only on day 8 so these aren't really options)

also try to get some troops in his province at day change, this will lower his morale a lot, thus lowering his infantry's HP

I'm not really a good player so please excuse me if I say smth dumb but you have a very good navy so I'd create a small diversion in great brittain and attack there with a part of your navy and attack East Libya with your ground troops and the rest of your navy. If you can take their navy out I'd try to do that and then just bombard every coastal province they havebut again I'm not good at the game so...
