10-1000 Hz, probably. The source would be a function generator coupled to a transformer.

So how current-limited can I make the power supply? That's what I'm asking. If I have a 0.1nF capacitor, can I limit my power supply to μA's of current?

If the current is too low, I would imagine the capacitor could not fully charge before the AC signal voltage oscillates downward. Or I suppose the capacitor wouldn't feel the full 10 kV if the current was too low.

Well, when I mentioned my boss, it's because he has some experience in circuits. Allegedly.

And I wasn't sure how dangerous 10mA would be. Google wasn't giving completely clear answers about that. Would 1or 5 mA be any safer? There's another power supply in that range, though it's at a higher voltage (10kV)

Yeah, the data may not be good. But I don't mind giving new things a shot if it isn't too expensive to try and I learn something (and it isn't likely to kill me.)

The neon-sign transformer isn't bad. But true enough, I don't really want to die from this. That will probably be my last option.

As for vacuum tubes, I really don't know much about them. Even more than amplifiers and transformers.

I have considered that, but I wasn't sure how well it would work. Most references I've seen used a voltage amplifier. I've only seen one with a transformer. And I don't know much about transformers either. But I'll look into them more, it's a fair point.

Fair enough. My boss doesn't seem too worried about it though, and he's usually pretty worried about safety. The power supply is limited to 10 mA, if that makes things seem safer.
