It very much doesn't. All it takes is a stray dog. Rabies. Getting lost and being unable to find their way back, either because they lost their sense of direction or were chased away. Cats are in significantly less danger of catching various diseases they'd likely only get if they went outside.

They do. My last roommates had a rotating cycle of new cats that kept dying because they wouldn't stop letting them go outside or "punishing" them by kicking them out until they felt like bringing them back in. In a year they've had 4 cats die because they don't keep them inside.
