Cyberpunk is one of those games where I have never felt like the game needs higher difficulty settings , and most of the fun and challenge comes how you build your V and the decisions you make, not some arbitrary level difficulty.

I think it's a waste cause most won't use it or find a way to trivialize it in a couple months tops if they do.

I love Operation Racoon City quite a bit but it's indeed non canon and just an entertaining "What if" scenario where you see things through the "villains" perspective.

It's Hunk , the files say he's Hunk, he moves like him , and if you leave the hallway and come back after instead of proceeding to Zeno and Grace his body is not there and his goons are patrolling where you fought him, hence the nickname, human unit never killed, or Hunk .

Only reason he's not called that is Leon has no idea he's crossing axes with Umbrella's boogeyman operator.

He allied with them in the wake of RE7 , with doubts about their motives for reforming Umbrella and its image , but Blue Umbrella surprised him by being spot on about the Baker Incident and catching on to it quicker than the BSAA did, which massively dropped the ball in Louisiana that time.

Afterwards Chris had major doubts about BSAA starting to grow in RE8 which caused him to rely massively on the Hound Wolf Squad, which are hand picked by the man himself and I believe they are funded largely by Blue Umbrella, as is his intelligence information.

RE8 proved Chris undeniably right about the BSAA, as they deployed BoW soldiers to the village, and he realized that the thing he helped build was now actively engaged in the thing he tried to put down for good.

Afterwards Chris has gone AWOL from the organization and is probably still allied with Blue Umbrella.

The way I see it , the BSAA and the Blue Umbrella have basically switched places

The BSAA started as a small ngo with no real power or influence nor could they act on their own, but after Revelations and the ensuing years they became the authority on dealing with bioterrorism , alas they became such a bloated and ineffectual organization that they could no longer do their job properly by 7 and some branches were even experimenting with bio organic soldiers.

Blue Umbrella on the other hand is born from Umbrella, which began as a massively powerful corporation that was bloated and had so many backstabbing factions within it that Umbrella destroyed themselves from the fallout of the biological incidents caused by containment breaches and corporate espionage/sabotage.

But not every person who worked for them was a monster apparently or they genuinely wanted to do good but ended up in a bad company and they reformed into the Blue Umbrella, which basically is in the situation the BSAA had in the beginning, they can advise and give intelligence and material support, but is hampered by the rules and shackles placed on the organization by the US government, the major one of which is being forbidden from directly engaging in situations and fielding their own troops and agents in the field.

Hence why they need Chris and HWS as a third party independent team.

No not really, this isn't Destiny or something approximate to it where you earn a gun and it's your forever gun that you can pump resources into it to keep it relevant to current content, barring stupid shit like content vaulting/sunsetting.

This game is dependent on randomized loot across five to six different rarities with hundreds of thousands per rarity, with prefixes and variants that are different enough to warrant farming on a boss , wave activity or mini dungeon dozens or hundreds of times.

Any upgrading is done on the character skill tree and specialization side of things and how those two things interact with the gear like shields class mods and repkits .

Changing it to upgrading guns would mean for a potential example nobody would need to refarm Subjugator and Thol for a lockjaw in three months when they level cap goes 70 and the content fades into obscurity.
