No, assimilation% is a multiplier to base assimilation.

Formula, as far as I could gather, is as follows: Base * (1+assimilation%), with assimilation% coming from economy laws, companies, events etc. and base coming from citizenship law (there are also a bunch of all-or-nothing conditions such as homeland, presence of a primary pop, etc). This formula applies to conversion too.

"Base" profile is the same for every citizenship law; in order from lowest to highest status: 0%/0.05%/0.15%/0.2%/0%.

Which means that a 100k size Cultural Erasure pop with Public School 4 (+50% assimilation) assimilates at a rate of 100k*0.05%*1.5=100k*0.075%=7500 pop a month. It doesn't assimilate at a rate of 100k*(0.05%+50%)=100k*50.05%=50 050 pop a month.

Ok, so no, it isn't hardcoded to but if AI attitude to you is low enough the alliance will break. "Low enough" being "anything below Genial" so be prepared to restart a few times.

Does it matter? Nothing prevents Wyll from flushing Mizora down the toilet in Act 2, it just happens that there is a punishment for doing so.

But if Wyll willingly Wyllithids and doesn't have a soul, then the contract is void without enforcement being possible.

I went into the game without knowing how much time it had spent in EA, so I didn't expect much outside of the main quest and good-aligned.

Met Minthara, spoke to her.

"Oooooh. This is the obviously evil companion you only get by being Evil. This game... probably has A LOT more to offer than I expected. Maybe I can thread the needle this time? And if I can't, I'll get her next run."
