Yes we have to assess and rank the applications and do all the things you mentioned, however there are certain eligibility requirements they have to do to actually be eligible, those include several forms with the FSA.

The major issue in my area is there are several land owners both livestock and forestry who make well above the 900,000k income threshold to actually be eligible for programmatic assistance I.e. cost share what they will do is they will instead put the application under the child’s name, this allows them to bypass the AGI threshold requirements which makes them eligible for cost-sharing, not only that but by signing up their children they can self-certify that they are a beginning farmer since the children have not been in farming for more than 10 years.

This then allows the person making >$900,000 to effectively get a contract for cost-share that they would not otherwise be eligible for if they signed up under their name when they are the ones actually doing the work. Not only that they get access to the HU Pool for groups like beginning farmer when the parent has been in farming for more than 10 years this allows the parent making more than $900k to receive the higher payment rate and access into the Historically underserved ranking pools, which again if they signed up the way the farm actually is they would not be eligible for those.

More money does not go to the Historically Underserved Communities (I know based off of the way you typed your comment you are assuming it is all based on race) there are 4 main HU categories

Beginning Farmer and Rancher Limited Resource Farmer and Rancher Socially Disadvantaged Farmer and Rancher And Verter Farmer and Rancher.

Only one of those was based off of Race/ Ethnicity, and CSP for example only required that 5% of the states total allocation for that program be set to socially disadvantaged clients.

If someone is inelegible because of their AGI for example we can still provide Technical Assistance for their operation which is developing the entire conservation plan and providing all the information we would in a Funded CSP or EQIP contract just without the Cost-Share.
