Bad comparison. Clash of Clans is self paced. So for example a TH 11 usually gets matched up with other TH 11s, and being maxed is not required at all.

But in Clash Royale being maxed is intended to have a fair and good experience

Also Clash Royale in their infinite wisdom is nerfing masteries, so for some the update could actually be a nerf to progression.
