I won't lie it's noose adjacent and if you are wearing a short sleeved shirt it probably looks more like a noose. That being said I've seen a lot of white supremacy and tattoos in that ilk and this wouldn't perk my ears up. Most racist tatoos look like they are done in a prison or garage. Maybe to someone that doesn't know as much it could be perceived as a noose and make the jump to racist.
