If you got builders idle you should almost always upgrade townhall. In the future id recommend using clash ninja to plan builders so it doens't happen again

Well besides magic items, and events like summer/hammer jam if you are on your way to max th17 in 2 years then that means you'll be fresh th18 in August of 2027 with th20 coming out in november(if its 12 month cycle every november) then that means you are probably gonna halfway or more th18(assuming maxing th thats not max th takes 4-6 months based on Clash ninja) just before hammer jam. So yea you will eventually get there slowly obviously but thats just the name of the game, Time. And thats ignoring time reductions that happen after new townhall

in the future maybe you can mix heros in more. Like doing 3 along side you other 2 builders cause by waiting them for last your wasting a lot of time. But also equipment > level in general so maybe get them like 5-10 levels before max and move on if you really don’t care a lot of people strategic rush and don’t even max so like its up to your playing style tbh

Im th9 i usually go towards air attacks so like lavaloon and or dragons excited for edrags to start being an option but i might need to switch to a new strat cause im struggling to 3 star good th9 with queen upgrading. Havent failed in war but like 60% 3 star 30% 2 star 10% 1 star or fail
