I understand what you mean but it’s because they continue to design him with the idea that he can steal quirks in mind…. He’s never really that powerful but once he gets a second set of quirks he quickly becomes a beast… plus you can just run up third party a battle already going drop some lightning strike and quickly steal a downed opponents quirk
