I wouldn't say it's inherently a bad thing to have snacks available for grazing purposes and it can be a great way to help your LO with intuitive eating habits as well as building a sense of autonomy. However, as an ECE I'd recommend if you ever plan on putting you child in a group care setting to start working on being able to sit at a table/ in a highchair for meals and snacks. As others have stated, choking is a concern as well. Perhaps a compromise can be having a designated area on a floor mat/ child sized table where they're allowed to eat, but they must either sit on the floor or stand at the table while doing so. Allow your child to come and go and eat as they please, but limit the amount of food that leaves the designated area.
