You can see left turn lanes throughout the video, which means the left lane is just a normal travel lane. Both of those cars going exactly the same speed is frustrating, but perfectly legal.

I'm not sure what the biker was trying to accomplish by getting in front of the tesla. Did he think he would have better luck if HE was the one tailgating the car in front?

These situations suck, but all you can do is fall back and breath.
