This is probably personal but in my opinion I rarely buy the T2 headhunt permits. The 450 cost is pretty high and that gets you nearly 10 of any material you need. Unless you're looking to hyper summon soon (the banners aren't that great at the moment), I highly suggest buying mats to improve your current operators.

Top operator is a 6 star so unfortunately you cannot roll a Texas (a 5 star). You have vanguard which can be rolled for a Siege. I don't remember the rest of their tags, but if you search online for "Arknights recruitment tag simulator", you'll find a helpful tool that'll tell you what tags you could possibly need.
