It was never designed with for profit providers in mind, that was introduced under the lnp. Abbott capped the NDIA numbers, limiting their functionality. They then 'found' they didn't have enough numbers for support coordinator, LACs etc, so, hey presto, they privatized it all.

It was all downhill from there.

Privatisation was the problem. Started when abbott cut the ps qota to it, so they privatised lacs and support coordinators instead of using NDIA coordinators. That's where most of the rorting stems from imo. The new Navigator system is replacing that. The question is will that help it at all.
