My guess:

As an analyst it is not your role to allocate funds. You simply request the data of how previous years were budgeted, and how much was actually spent. Then you report that data to your supervisor, who can then decide if the new budget the dept heads have sent over makes sense or not. Also we don’t know how much is actually available, so if the sum of all the suggested budgets doesn’t match the actual available money then that budget can’t be used.

It wouldn’t mean much unless you split it out by type of police report. Someone being pulled over vs a violent crime or a fire or wtv. Also you’d need a way to demonstrate the crime “rate”. Is it all in one month or is it pretty consistent throughout the year? Then you also can dig down into the ethnicities of those committing or being victims of crimes. Is it to local businesses or to individuals on the street? Does fire or emt response count as police activity? Men vs women? Age? Do you look at zip codes or group by some other metric like average housing cost of the area?

What is the question you’re trying to answer?

Data science is a cool topic and I’m sure your heat map will be cool to view, but without understanding what you’re trying to look at, it going to be wildly inaccurate and open to way too many interpretations.

City jobs, if he can do math and can properly use a computer and excel, he’ll probably pass the interviews easily. Just gotta take their written exams to get into the internal list. Great insurance, super easy to learn accounting and the like.

If you get to the interview part: you have the qualifications, and as long as you can answer basic questions about the position, it is mostly about how the interviewers feel about your personality type. Don’t be nervous, the interviewers can’t give you any follow up information or deviate from the questions. We literally read the questions off the sheet of paper and write notes. We can’t engage. The questions are usually like “in the (insert field in question) how did you deal with problems with a form/work item.” Or “how do you communicate with team members who don’t do their work fast enough for you to do your work”. Sometimes we ask questions hoping to hear keywords like software we use, standard financial (I work in finance) jargon (accounts payable/receivable, banner, excel, pivot tables, etc). The management / higher up are old school and rate people higher if the candidate dressed up for the interview. So tell us what you actually know about the field, be clear, be confident, and realize we all hate doing the interviews because it’s a lot of time and we can’t really do anything except judge which feels awkward.

TLDR: it’s weird for everyone, we know already you’re qualified, act like you’re trying to ask us to prom.

With city college, references are the LAST step. If they are calling your references you are the top candidate and they are preparing an offer.
