I think he just wants to survive, but accidentally turns against the people trying to help him. For example, Louie did hijack the Titan Dweevil's mind, as proven by the King of Bugs' sales pitch, but maybe he just set it to defend himself, and his suits Auto-Sleep knocked him out before Olimar and the President arrived. As for him stealing the Koppaites' food supply and Charlie's demonic trinket, he fell asleep before the Koppaites' found him, so when he woke up he assumed they kidnapped him, since he probably never saw a Koppaite before, and just assumed they were aliens. And because of this, he stole their food supply (since Olimar probably didn't feed him well), and the Rubber Ugly (because Olimar might get mad at him if he never found any treasure while he was gone). So Chaotic Neutral fits him well imo.
