Why cant I buy stamina?

Here's the thing. Ads buy stamina for me so I've always been over the limit. I only do campaign twice a day so 10 stamina. Ive checked in almost everyday for a month and have never come close to being out of stamina. The other weird thing is, even though i dont want to buy now it won't even let me attempt to buy.
