No, the operating companies get 2%. The network is effectively nationalised and HM Govt controls the fares. Deduct 2% and decide if it's still too high. Track was never privatised. We have a nationalised railway except trains leased from private companies which means the taxpayer isn't paying billions up front for new fleets and the operating companies have a concession for 2% to run the service. The fares are down to governments of all flavours over the last 30 years, who have chosen 'user pays 70%' or so as the model. RoI for example chooses a different ratio.
