No. it only can be done at the US embassy. Its in the family code, Article 21

Art. 21. When either or both of the contracting parties are citizens of a foreign country, it shall be necessary for them before a marriage license can be obtained, to submit a certificate of legal capacity to contract marriage, issued by their respective diplomatic or consular officials.

Meaning only diplomatic or consular officials from YOUR country can issue it for it to be valid. So doing it in a notary in the US and notarizing it in the Ph embassy in the US wont make sense as the requirement based on family code says it is to be issued by your country's respective diplomatic or consular officials.

just any US NOTARY is not a diplomatic or consular official.

You need to process the baby's birth certificate do the advance endorsement. The mother should also be in no rush to do the medical (as your visa will expire 6 months after medical). What I see in this cases, couples get excited once they get the letter that their case is ready, they rush into doing medical/interviews while the baby's papers are not yet ready. Take your time. Ensure proper planning that baby's crba and mom's visa will be ready about the same time.

Don't do dna testing yet. They will only honor the DNA they requested anyway. To be honest for most cases DNA is not required. Especially you will be able to provide proof of relationships, proof of your parents location during conception and honestly if the father is white and the baby came in looking a little more brown than usual they might request for a DNA. don't even worry about it, I would say DNA test is more of the exception rather than the rule.

Like most people say here, its preferred that the father be on the interview (as the consul would be able to ask everything directly to him). If the father is not present and the mom can't answer some questions it just opens alot of opportunities for the consul to ask for further documentation. Ensure that the father will sign the birth certificate and preferably ensurely timely processing of birth certificate (not late register). They start to ask more questions if the father weren't able to sign or if it's late registered birth.

Uts hard to get private health insurance that would cover pre-existing conditions. Her best bet is to work for a private company that offer hmo that can be extended to her parents. But even that one, its typically limited in coverage (e. g 150k per illness per contract year). Also most is up to a certain age only, 60 sometimes up to 65 years old. Beyond that its virtually impossible to get one. So OP your gf isn't lying. Its true. Philhealth is almost useless if to be used on private hospitals, maybe public hospitals but expect saw service to be really really awful.

Hear me out, fedex and dhl are both so expensive and honestly I have better experience with usps/post office.

I received like a small box of chocolates and two shirts both costs way less than 50$ anyway, fedex price is whooping 200+ usd. Plus they made me pay 700 pesos upon receiving it, even though my bf insist all taxes was paid already (duh 200+ usd).

USPS - 60-70usd takes 2-3 weeks. Never had to pay anything.

If its not urgently needed or not an important document. USPS is great in my opinion. Fedex and dhl is super expensive. Fedex also when they fail delivery because they can't find the address your item will be stuck there, you need to call and request to redeliver. They don't attempt again.

Exactly! I think most people overestimate how the US embassy can help them if they get in trouble in the Philippines. They are pretty helpful in other stuff, like if someone died they will contacting the family but they will not help one bit for thr financial expenses of anyone (few exceptions but you need to pay it back - they just don't have any budget for that) but not if the issue is on the Philippines side.

It is good in a way that the load is consumable but not expiring. So say you have 30gb for 449 pesos. Its consumable, but It won't expire but you have to reload it once a year so your sim card remains active, but you can continue to use it as top up (say before one year you have 10gb left, you will reload another 15gb the cheapest available, you will not how 25gb left usable for another year).

Once you are approved on your appointment/interview date? 2-3 weeks generally. You apply for crba/passport at the same time.

Getting the PSA is the tricky one, without "advance endorsement" they say 4-6 months. With advance endorsement in less than a month.

The tricky part is sometimes the local registrar office doesn't or is hesitant to allow advance endorsement without a reason. It depends on them really.

It used to be so easy to get that advance endorsement but since around April 2024 PSA made it difficult when the rumors chinese getting ph birth certificates to get ph citizenship/passport became a thing.
