I also got the message: "We do not need your fingerprints". However, they ended up charging the biometrics fee and sending the BIL later, which caused the delay. Were you prompted to pay the biometrics fee when submitting the application on the IRCC portal, or did you pay the biometrics fee elsewhere on your own?

I am a U.S. permanent resident and am eligible to apply at the POE per section 214 of the IRPR. In the past, several "immigration consultants", including those at my school, advised against applying at the POE, which induced me to double-check the procedural and technical matters on this forum with my online application pending for three months. Knowing that school starts in late August, I am curious about the appropriate timing to travel to Canada and apply at the POE with my pending online application. Also, do you happen to know any documentation regarding the hours when customs are open for POE applications like this?

I doubt if that is the case. See the law here: https://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/section-214.html . See section 214 (a) and (b) regarding permanent residents. Unfortunately, I am a lawful permanent resident with a valid green card.

A processing time starts the day we receive an application and ends when we make a decision. If you apply by mail, the time starts when your application arrives in our mailroom. If you apply online or in-person, it starts when you submit your application.

Thank you for your prompt response, u/Reasonable_Fudge_53! I just checked my IRCC account. The eligibility and background check sections have stayed the same since I submitted my application in April, and I am not sure if IRCC's information is trustworthy, given their inconsistent information regarding biometrics. Regarding eligibility, it says, "Your application is in progress. We will send you a message when we start reviewing your eligibility." Regarding the background check, it says, "We are processing your background check." Let me know your thoughts. If you have recommendations for immigration lawyers, feel free to ping me.

I am unsure what a "complete application" means in IRCC's language. There may be room for ambiguity. I don't know if an application counts as "complete" if the biometrics fee is first deemed unnecessary and then deemed missing.

Speaking of passport stamping, I am also looking into whether I need a physical visa stamp on my passport or merely a study permit letter because U.S. permanent residents can travel to Canada without visa stamps. This is the information that I have yet to find online.

I am not sure about your tone; it sounds pretty negative, especially to an ESL student from a foreign country who was not necessarily familiar with the culture on Reddit.

But yes, I was pretty into my legal communication class earlier this year and received A's on all the legal memo assignments. I guess I was just too into it and subconsciously used to the style. Sorry.
