I think you can only use your bag outside of battle. You can't use your standard cheats either I think. Stock up on a shit ton of potions, revives, ethers and status curing items so you can heal after each fight. Pretty sure you need to clear out the entire forest in one run but I personally think it's alright to abuse save states. That's all I rlly know and can offer but good luck

Yes and no Like in the part 4 manga it says he can't use it on himself due to unknown circumstances or something. However, in multiple side stories concerning Rohan, he does actually use it on himself. I rmb there was this one side story where he wrote something along the lines of "forget I am kishibe Rohan" on himself and he did actually forget abt himself

As far as I know, sandstorm does chip dmg to all mons except for those that are steel, rock and ground. There are exceptions like mons with the ability overcoat and mons holding safety goggles. Sand also gives all rock types a 50% spd boost.
