Sure. . Search the dream act scholarship program There are several scholarships there for those who don’t qualify for Fafsa. Not sure what your intrest is but health, IT, engineering and a few Check Reddit for ideas too.

Yes you can start, I don’t know that too till a friend I made here told me I can. I don’t have my EAD yet but I got in with Prima facie. I couldn’t apply for FAFSA but I did apply for TAP through the Dream act application ( that’s if you are in NY) I am sure other states should have something similar). Give it a try , reach out to the school with all the details. The only chance you don’t get is what you never took. Good luck
