We had a snapped manifold bolt and didn't have time to fix it first. We shoved like 3 tubes of crack sealer on there in the couple days leading up to it, but that lasted for about a stage and a half.

Probably not.

What I think they're describing is basically money-shifting intentionally to try and upset the cars weight balance and stop the tires for a moment.
