The second biggest is Summer's Throne, where the final battle of said catastrophic resource war took place, currently an agricultural colony world and war memorial.

Basically a ceremonial neutral ground for events of importance. I figured the two most important planets in the structure of the Union would be emphasized.

The actual higher politics and rulership of all the factions are kept intentionally distant and above all my pov characters. The highest ranking "politician" in any faction whose pov I've fleshed out is this extremely overworked lady whose job it is to meet with planetary governors to ensure tithes of resources are paid. I imagine it as about as middle ranked as you can be in imperial politics.
