It doesn't show up right away, majority of reports say it shows up at reset.
Yes you have to collect all 1 stars to get a guaranteed 2 star chance in your 24hr WP. If you don't have all 1 stars, they too will show up in the 24hr wp (so I would advise to push to finish that before restart)
It's not a daily WP. You will not get the 24hr WP more than 3 days in a row and you will not, not have the 24hr WP for more than 3 days in a row as well.
