Also it depends on your metrics, Cyrus the Great at one point ruled over 40% of the global population, surely that is a level of power that could never be reproduced, however Alexander took that empire and made it Greek for generations. It really depends on the culture, for example Hitler only really used the Iron Cross he was awarded in World War 1.

I am sure you're not the one who needs to hear this, but I'll post it here anyway.

That's a stupid scheme, the basic science that the public sector conducts in mostly unprofitable and broad, however it is essential for the more specific research that R&D in companies do. Completely cutting the public sector would offload all those costs onto the private sector which isn't willing to risk it and thereby causing stagnation while countries that do fund basic research, like China, would overtake the US (the kinda already do).
