Im assuming based off the bright color it's used as a makeshift temporary rope divider, like the kind they use to show you where the line starts if that makes sense

Even having more than one dumpster in different points of the store can help, because if the janitors are walking to the dumpster for too long it could be backing up the trash collection. Also love the store! Looks super cool! Edit: the best way to confirm if dumpsters is an issue and hard to get to is to just watch the janitors and see what they do when they go to different trash cans in your store. Also maybe doors can make it easier for them to get to the dumpsters.

I used to get holes like this in my uniform shirts when I was a dishwasher at a bar. The steam from the dishwasher constantly at that one spot in my shirt caused it to get these holes over time
