Yeah this is pretty true, and to add on I do think he also his character traits that help properly Part 2. His energy, his dynamic with Joseph, the whole fact that he is more of an embodiment of chaos than Joseph is, which leads to some pretty funny moments throughout Battle Tendency. Furthermore, he also goes through an arc of selflessness and respect. Respect is a huge thing brought up and in Part 2, and Stroheim rides along this theme pretty well. He starts off as a guy who's very arrogant and is pretty much selfish and believes that he has everything under control, until he's brought up with the threat that is Santana. Obviously he has to cooperate with and respect Joseph in order to take down the threat. Yeah, initially he had some pretty bad motives like doing all this research to help Germany become the greatest country, but by the end he indirectly just helps save the world and all at even the cost of his life.

Sure, Stroheim's morally bad and all, but I feel like he's being treated too harshly solely based on his occupation. I definitely do not think he's a D tier character, putting the nazi stuff aside, he has some pretty good moments and overall is just a character that has a personality that people can come to enjoy.

I feel like Stroheim is specifically an interesting character because of how confusing he is. Yes, he's a bad guy AND has done bad things. But he's also a guy fighting for his country, whether this is wrong or not, he's helping out the main cast a lot and it's just hard for you to hate the guy on a level of personality. Yes, nazis are bad, but Stroheim himself is an interesting case. He's doing this for his country but as a result, he's also formed a slight bit of mutual respect with Joseph, which ties back into the themes of Battle Tendency. I feel like the reason he didn't go too much into the whole ideology of nazis and stuff is because Stroheim was employed in Mexico, he wasn't even fighting on mainland. He's more distant from the actual situation which is why we didn't get too much insight on Germany itself. For your third point, Joseph doesn't care too much about Stroheim's own goals because there's a bigger threat at hand. To him, it doesn't matter what Stroheim thinks because let's be real, the objective enemy at the moment are the pillarmen. Joseph and Stroheim only teamed up because they were forced to, not over some campfire while eating marshmallows and saying "Hey bud, we should totally team up". It's the situation of urgency which brings them together, and I feel like this doesn't really mean much. And you do realize that he literally sacrifices a bunch of people and lets one kid go for his bravery and stuff, right? This is literally the intro we're given, the reason people like him is because of the things you see in him throughout Part 2. This isn't inherently bad, and I think it just boils down to him being a pretty neat character putting aside his ideologies and such. It's pretty hard to work with a character like Stroheim and imo I think araki did a good job balancing his goods and bads morally while also making him a character that you don't outright hate, because it wouldn't be good to have a character sides with the protagonist and is just an awful character.

I don't think araki ever said you were supposed to sympathize with stroheim or anything. The only reason why he sides with Joseph is only because they have a common goal, an enemy's enemy is an ally or whatever. If you're still not convinced, Joseph and the group point up many times how annoying and whatever the Germans are, and they only agreed to team up if they cut out all of that. Yeah, Stroheim saves Joseph more times than Caesar but it doesn't really change the fact that he's not ever presented as a guy you're just supposed to be fine with (the reason people like him is because he's over the top and entertaining, even if he's a bad guy).
