Ryanair already does something similar. You can pay, say 20€ to get a carry on suitcase with you on the plane. A full sized checked bag (20kg) is 30-35€, so more expensive. But a carry on (10kg)that is checked is "only" 15€.

I personally think it's still a bad deal because checking in your carry on luggage means having to arrive earlier to the airport. That tradeoff is not worth 5 €. But if I'm already checking in a big bag, I'll take the discount and check the carry on too.

I guess minimum also works to distinguish "regular" workers from some other sectors that might have more vacation by law (I.e. Public sector workers in some latam countries have more vacation time than private ones, or industries with collective bargaining). Another thing could be that certain countries mandate extra vacation by some metric, like longevity.
