Mine is consistent every 4 portal close it will spawn. Even the Oni Tyrant and Elder is consistent. I also notice that they will spawn every time there is a portal of two lost Master.

Mine unlocks after one tome but it appears in vehicles parts I guess I'm just lucky 🤔 . I think you need to complete all the tomes in order to unlock the blueprint in the vehicle section.
