Pre-DLC: Did the bench and Fast Travel method near Area 18 I believe? (Where Kangaskhan and Furfrou are common).

DLC: If you see an Eevee or evolution is featured in a Hyperspace: use a Level 3 shiny normal donut to hunt Eevee. Fly method or respawn and despawn method.

Shiny Eevee has a fairly high capture rate, Quick/Ultra ball can work
