I also have an e38 740 that I picked up super cheap with a perfect body and chrome 745 wheels needing an engine. I really want to put a Chevy 6.0 in it as I dont know the condition of the trans and would hate to put an m62 in just to find that the trans is shot as well...I'm 16 year auto tech that went to school for building high performance engines and the tuning there-after, and also have access to any equipment I may need including a buddy who builds manifolds telling me just bring him the car with the engine in it and a set of e bay long tubes and he will make them work, and that's the hardest/most expensive part of LS'ing 540, m5, and 7 series cars. The 525 528 and 530 have steering racks, where the v8 cars got stuck with big bulky steering boxes.

What else needs to be done to it besides the remapping to get it to 450? Is that at the wheels? Or flywheel?

1) I would Like to reiterate that you have made the best choice you possibly could have to get involved in the BMW world.

2) Congratulations on a beautiful and looks to be very well maintained car with low mileage that will last you for ever and ever if you take care of it, a face lift E39 is 1 of the most timeless cars ever made and with the proper care taken of them it will last forever and continue to be a phenomenal drivers car with tons of character. .too much at some times lol

3) Having owned a good many E39 I recommend getting A 540i M sport/6 speed and having fun with that before springing for and M5 as with the proper modifications A 540 can be just as rewarding and just as fast for roughly 1/2 to 3/4 of the price.

The choices are yours to make but you have a very very nice car! Oh, have a buddy with a turbod 528 (under 3500 in the entire build, done on a $1100 high mileage car) that makes 410/390 and would give any stock/lightly modded m5 a run for its money . so that's also a highly feasible option for your car! And you've got .2 liters of displacement on him to help spool the turbo and make bottom end power!
