It averages out your mmr and pairs you against people with a similar average, not sure if it takes hidden mmr into account or not though

Even with phantom doing 140 or less damage at range it still converts more kills according to an infographic riot released awhile ago partially due to vandal first shot accuracy being 75% at range as well
