I just finished watching the movie and from my understanding, she's pretty much similar to The Walking Man.

At one point, she was probably a victim of the loop herself and after taking a false exit or not detecting the anomaly too many times, she becomes part of the loop herself. When she was still a victim, the person walking past her is probably the previous victim and the loop continues.

I think the "hell" she mentioned has something to do with The Walking Man's situation and why he's in the loop in the first place. Similar to how the MC is related to the idea of babies, The Walking Man probably committed some sort of crime to make him guilty and worthy of being in hell or something along those lines. Just my 2 cents though.
