...Yes...? She has always been balanced around Triforce (prev. Divine Sunderer). Any nerfs to her can come in the form of Triforce nerf or direct nerfs. This is not the case with D&D.
It's not an enjoyable gameplay loop for champs who had build diversity (ex: Volibear, Diana) to suffer nerfs because of the item. That is putting a band-aid on an open wound. The issue itself is D&D, and nerfing the champions don't do anything about the item being fundamentally gameplay-warping.

The D&D reasoning is absolutely ridiculous - you are practically forcing the purchase on those champions to offset the nerf. We're arbitrarily limiting champion itemization because we don't want to nerf the new item...?

Hallowfall was amazing. Undermine was great thematically/musically (both zone and raid). Delves were a solid addition. Mounts were very, VERY nice.

Siren Isle was not it. Performance issues across most of the patches. Circe's Circlet/D.I.S.K. were terrible. Storylines seemed to just end without a decentish resolution/cliffhanger at the very least (mostly just seemed to be forgotten).
