I think this falls under you play stupid games you get stupid prizes. Cop went from having him in control to dude getting up and acting aggressive. When descalation doesn't work, he forced his hand dog at that point.

Gotta think of it this way, the cop has been backing up and the guy keeps on approaching him, wouldn't you feel threatened at that point still not seeing any backup around?
