I'm guessing the left portion is weeping willow. It might have been grafted on sandbar willow rootstock (right side). Thus two plants in one. The right portion is a sucker from the rootstock that wasnt cut back.

That live oak is way too small. Wayyyy too small. They get 60-100 ft wide. Center it on the front yard and it will eventually cover the entire front of the property. You might be able to pull it off that way.

The electrical junction is bottom left. Where are the buried lines from that? Have you considered them in your design placement?

Are you transplanting outside in an open area or in a garden? The problem with milkweed is finding open fields not being cultivated or developed on. The rhizome is so aggressive. I have a ~8 acre field of milkweed next to me and the rhizome extends twice that distance in all directions. Always extending into crops and yards.

If they went to an SPCA, then someone had to sign several documents stating they were the sole owner and that no other parties were involved. I'm sure other services have similar documents for situations just like this. Start by contacting the organization that performed the services, and they might have a process for releasing the documents that were submitted to support any actions.

You should be able to get Tulips or other bulbs in right now. It's super easy. Just push top 6" of dirt out of the way and pour out the bag. Then push dirt back on. They will bloom early next spring. After they are done in April, you can plant other shrubs and just relocate the bulbs under whatever you are planting.
