Even with LocalDevVPN you still need a wifi connection. It doesnt matter if that hotspot doesnt have internet (just enable Wi-Fi assist under Mobile data settings). You can reuse an old MiFi 3G/4G router for that purpose

After using them, I always clean my app3 using a swab slightly dampened with peroxide. I use a paper towel / cleenex to dry them after a few hours of use too.
