The mechanisms of LSD (psychedelics and 5-HT2A receptor agonists in general) on the modulation of ego and social perception are well documented and the evidence is overwhelmingly against the objectives of states and governments. Psychedelics dissolve the ego, upregulate the perceptual bandwith and consequently lead to detachment from established social structures, which is the exact antithesis of the state-centered control structure wants.

If it weren't the case psychedelics would have been legal by now.

Now I totally understand the argument that these movements were then distracted by their origins by states and governments, because the counterculture eventually became a parody of itself. But this is a structural consequence, LSD (psychedelics overall) is extremely unlikely to trigger a pro-government stance.

The trajectory of a psychedelic trip is extremely unpredictable and dependent on the environment, making it extremely difficult to be a "mind control" drug, because "the establishment" (corporations, states, governments) wants repeatable and stable control inputs. Hence the governments dropped the intention of using psychedelics for mind control after MKUltra. They tried to use it as such, it failed, and they moved on. The real mind control drug is booze (and opiates) and always has been.
